911 in most developed countries, is an emergency number to dial when in danger. So when you dial 911, it means you are in danger & need help, so your phone was designed to save you during such dangerous times, hence you could restore network for a few more minutes to enable you reach out to the emergency unit.
In US, for example, when you dial 911, whether you say a word or not, the emergency team will automatically locate you wherever you are within a few minutes, because they understand that you could be in a highly dangerous situation or hiding from a killer.
However, if the 911 code is a highly respected number & ifu dial it unjustly/without serious reasons, you could land your self in jail immediately.
The 911 is the most sophisticated number, in that even without a SIM card on your phone or without airtime on your line, if you have one, you could still dial the number & get through.
In Nigeria, Lagos State has its own version of 911 which is 112 - and you get 95% features & services as that of US. Lagos happens to be about the only state in Nigeria with an effective emergency unit of such high level.
I had used 112 in several occasions in Lagos & the highest it took RRS to come for my aid was 15 mins. Fashola, God will bless your generation.
